Upon his release, he meets Jirocho Shimizu, the very inspector from the Ominami Police Station who had arrested him all those years ago.
Shimizu explains a very radical new plan to him. The idea is to use "venomous" inmates as detectives to control the "poison" of crime that is running rampant in the world today. It is basically a strategy of controlling poison with poison. This setup promises a lot of intense drama and complex characters that Rikiya Go is so famous for creating.
