Otsuka was born on November 24th and is from Tokyo. He played the role of Batou in the anime ``Ghost in the Shell'' series, Black Jack in the ``Black Jack'' series, Blackbeard/Marshall D. Teach in ``ONE PIECE,'' Yujiro Hanma in ``Baki,'' and Snake in the game ``METAL GEAR SOLID'' series. He has been in charge of dubbing for foreign films such as Antonio Banderas, Steven Seagal, and Nicolas Cage.
